IHC expresses resentment over appointment of junior officer in place of senior officer in PSQCA

ISLAMABAD, FEB 26 (ONLINE): Justice Babar Sattar of Islamabad High Court (IHC) has expressed resentment over appointment of junior officer in place of senior officer Dr Shahzad Afzal in Pakistan Standard Quality Control Authority (PSQCA) DG appointment case.

PSQA is subordinate institution of ministry of science and technology.

Justice Babar Sattar has remarked the matter is pending hearing not from two years but from four years. It will take how much more time. Secretary Sahb we are not fond of calling secretaries. You run the matters therefore, we call you. Case is fixed after every two months. This is matter of humiliation for us.

He gave these remarks during hearing of appointment of DG of PSQCA case Wednesday.

Under court’s order , Asad ul Rehman Gillani principal secretary of Prime Minister (PM) appeared .

The court accepted plea of principal secretary and secretary cabinet for granting three weeks time in connection with appointment of acting DG.

Justice Babar Sattar inquired are you principal secretary. Is your prestige injured by appearing in the court.

Principal secretary told he was in an important meeting. I reached here as soon as your message was received. I regret.

Justice Babar Sattar remarked secretary Sahb we are not fond of calling secretaries.
Additional Attorney General Munawar Iqbal Duggal requested one more last chance be given in connection with appointment.

Principal secretary told the court one agency has given report and report of one more agency has to come. As soon as report is received we will issue order.

The court inquired it will take how much time.

Secretary cabinet told the matter is pending since two years. It was not in my knowledge.

Justice Babar Sattar remarked this matter is pending since four years and not two years. It will take how much more time.

Secretary cabinet told the court it will take three weeks. Summary will be sent as soon second report comes.

Secretary ministry for science and technology Sajid Baloch and secretary cabinet Kamran Ali Afzal also appeared in the court.

The court while giving three weeks time to government for appointment of acting DG PSQCA adjourned the hearing of the case.
