Islamabad March 08 (Online): The Transparency International Pakistan (TIP) has expressed concerns over unsolicited proposals for the provision of the state-of-the-art ICT Digital Platform floated by Pakistan Post.
It says the unsolicited proposals don’t fall under the category of unsolicited proposal.
The TIP has demanded of director general Pakistan Post to initiate inquiry of the matter. In a letter written by TIP to the DG Pakistan Post on Tuesday, the organization has received complaint against the unsolicited proposals for the provision of the state-of-the-art ICT Digital Platform floated by Pakistan Post, which is in fact does not fall under the category of unsolicited proposal.
The letter states that the subject tender notice violates the basic definition of Unsolicited Proposal as defined in PPRA Rule 2.
By definition, unsolicited project proposal means any proposal containing a unique and innovative idea and approach notice, and the same is not submitted in response to any procurement.
Pakistan Post has been running its Track and Trace system (EMTTS) for almost two decades, so the offered solution is neither unique nor innovative, which is the basic requirement for a valid unsolicited proposal.
Moreover, the initiator offered the same solution in response to RFP floated by Pakistan Post and finalized in July 2021. It is the same solution offered by initiator in the tender they lost in July 2021, so legally [As per PPRA Rules 2004] this proposal doesn’t fall under the category of unsolicited proposal and is liable to be rejected.
