Islamabad, 15 September 2023 (Online): A meeting of the Sub-Committee on National Health Services, Regulations and Co-ordination was held under the convener ship of Senator Rubina Khalid here at the Parliament House.
The sub-committee members discussed the matter of stay obtained from the High Court against the unanimous recommendations of the Senate committee and repatriation of the Deputy Registrar of the Pak nursing council by the ministry, of national health services regulation and coordination removal from the department. The ministry submitted that the post of deputy Registrar has been been stayed as per the decision of the honourable high court islamabad.
The committee regretted the non provision of upgraded data of the list of all nursing institutes and their affiliations/ registered with hospitals, and said that the delay in the provision is beyond understanding. Senator Rubina Khalid said how come an institute can run without paper work and record. she said registrations are central to the nursing council and it’s provision should never be unavailable, Senator Jam Mehtab said that as per policy an employee of health department cannot be an owner of nursing college and sought the details of the process of registration of institues found bogus in the previous meeting.
While discussing the performance on these institutions it was debated that the list provided on the surprise inspection has no evidence that it were uninformed visits. The sub-committee convener Senator Rubina commented that it has been reported that these inspections are now dealt under the table on demand of 2. 5 million. The committee lamented the system through which Pakistan health sector is working and said that immediate action and surveillance is required because this negligence can become fate of any of us she added. The Vice President Pakistan Nursing Council said that as yet no evidence of this menace is found however if found guilty, on spot cancellation of license will be put in action.
The sub-Commitee deliberated at length on improving the standard of nursing institutions and also inquired about change in curriculum . The committee was apprised that the nursing council does not offer diploma any more and said that initially the curriculum was regulated by the the PMDC but ever since it has reverted into 4 years honors degree the cirrculum is now regulated by the HEC and therefore invited the HEC to give briefing on the new syllabus and also the infrastructure of the nursing institues.
The committee also examined the nursing practices internationally. The officials PNC apprised that out of the total credit hours 60 pc is practical, the Commitee emphasised that the curriculum of training institues in Pakistan should also be more practical and skilled based.
It was also emphasised that all private and public healthcares should establish nursing hospitals and remarked that trained nurses are the back bone of health sector.
The meeting was attended by Senator Prof. Dr. Mehr Taj Roghani, Senator Jam Mehtab Hussain Dahar, Kamran Rehman Khan, Additional Secretary Ministry of NHSRC, Munir Ahmad
SO(c) M/O NHSRC, Vice President PN&MC Shahid Hussain, Secretary Fauzia Mushtaq and representatives of other relevant department were also attendance.
