39th session of National Assembly prorogued

ISLAMABAD, Dec 31 (APP):The 39th session of National Assembly was prorogued sine die on Friday as the last sitting did not transact any agenda item appearing on ‘Orders of the Day’.

The session comprising six sittings commenced on December 22, 2021 and concluded on December 31, 2021.
The first three sittings of session faced quorum issue to take up regular agenda.

During the second sitting, Advisor to Prime Minister on Parliamentary Dr. Babar Awan moved a motion under Rule 259 for debate on Sialkot incident. However, the House could not conclude discussion on it.

The fourth sitting of the session also left its entire agenda unaddressed except question hour. However, the 5th sitting of the session witnessed introduction of two important legislative proposals including the Finance (Supplementary) Bill, 2021 (mini-budget) and the State Bank of Pakistan (Amendment) Bill, 2021.

The Finance (Supplementary) Bill, 2021 (mini-budget) aims to give legislative effect to the taxation proposals of the federal government to achieve efficiency, equity in the tax system, broadening of tax base as well as documentation of economy. It shall come into force on the next day of assent given to this act by the President except clause 3(6) which shall have effect from December 01, 2021.

The State Bank of Pakistan (Amendment) Bill, 2021 is aimed to streamline the affairs of SBP and to increase transparency in its operation and strengthen its governance.

The last and sixth sitting of the House ended without taking up any agenda item. The entire legislative agenda, seven reports of the standing committees and six statutory reports were not considered by the House.
The House neither observed question hour nor took up two calling attention notices.

A motion of thanks to the President for his address to both Houses and a motion under Rule 259 were not taken up. The Deputy Speaker Qasim Khan Suri chaired the last sitting and announced to prorogue the session.
