UNITED NATIONS, Jul 27 (APP): Noting scientists’ confirmation that July 2023 was the world\u2019s hottest month ever on record, UN Secretary General Antonio Guterres warned Thursday that the era of global warming has ended and “the era of global boiling has arrived”.<\/p>\n
“Climate change is here. It is terrifying. And it is just the beginning,” the UN chief told reporters at a press conference at UN Headquarters in New York.<\/p>\n
“It is still possible to limit global temperature rise to 1.5 degrees Celsius, and avoid the very worst of climate change,” he said.<\/p>\n
“But only with dramatic, immediate climate action. Leaders must lead. No more hesitancy. No more excuses. No more waiting for others to move first. There is simply no more time for that.”<\/p>\n
He warned of “unbreathable” air and \u2018unbearable\u2019 temperatures to come, adding that the level of fossil fuel profits and climate inaction is “inacceptable”.<\/p>\n
“For scientists, it is inequitable \u2013 humans are to blame. The only surprise is the speed of the change,” Guterres added.<\/p>\n
After weeks of record temperatures, extreme weather and fires sweeping across large parts of Europe, experts said his words laid bare how close the planet is to catastrophe.<\/p>\n
He stressed collective action is needed \u2013 “not despair” \u2013 to stop “the worst” that is yet to come.<\/p>\n
The UN chief said that \u201cshort of a mini-Ice Age\u201d in coming days, July 2023 would likely \u201cshatter records across the board\u201d. <\/p>\n
The UN chief added that the consequences were as clear as they were tragic: \u201cchildren swept away by monsoon rains, families running from the flames (and) workers collapsing in the scorching heat.\u201d<\/p>\n
In Geneva, scientists from the World Meteorological Organization (WMO) and the European Commission\u2019s Copernicus Climate Change Service described conditions this month as \u201crather remarkable and unprecedented\u201d.<\/p>\n
They said that new data showed that so far, July has seen the hottest three-week period ever recorded and the three hottest days on record. <\/p>\n
\u201cWe can say that the first three weeks of July have been the warmest three weeks periods ever observed in our record,\u201d said Carlo Buentempo, Director of Copernicus Climate Change Service, via Zoom.<\/p>\n
\u201cThis anomaly is so large with respect to other record-breaking months in our record that we are virtually certain that the month, the month as a whole will become the warmest July on record, the warmest month on record, in all likelihood.\u201d<\/p>\n
Just as worrying was the fact that ocean temperatures are at their highest-ever recorded levels for this time of year. This trend has been apparent since the end of April.<\/p>\n
Citing \u201ca clear and dramatic warming decade on decade\u201d since the 1970s, WMO\u2019s Director of Climate Services Chris Hewitt noted that 2015 to 2022 saw the eight warmest years on record, based on a 173-year dataset.<\/p>\n
This was despite the fact that the La Ni\u00f1a sea-cooling phenomenon prevailed towards the end of that period in the Pacific region, which reined in global average temperatures slightly, Hewitt said.<\/p>\n
\u201cBut now the La Nina has ended\u201d – to be replaced by the sea-warming El Nino effect – waters have begun to heat up in the tropical Pacific, bringing the \u201calmost certain likelihood that one of the next five years will be the warmest on record\u201d.<\/p>\n
It is also \u201cmore likely than not\u201d that global average temperatures will temporarily exceed the 1.5\u00b0C threshold above pre-industrial levels \u201cfor at least one of the five years\u201d, the WMO scientist continued. <\/p>\n
On his part, the Secretary-General underscored the need for global action on emissions, climate adaptation and climate finance. <\/p>\n
He warned that \u201cthe era of global warming has ended\u201d and \u201cthe era of global boiling has arrived.\u201d<\/p>\n
Although climate change is evident, \u201cwe can still stop the worst,\u201d he said. \u201cBut to do so we must turn a year of burning heat into a year of burning ambition.\u201d <\/p>\n
He said leaders \u201cmust step up for climate action and climate justice\u201d, particularly those from the G20 leading industrial nations, responsible for 80 per cent of global emissions.<\/p>\n
He pointed to upcoming summits – including the UN Climate Ambition Summit in September and the COP28 climate conference in Dubai in November – as critical opportunities.<\/p>\n
Guterres highlighted the need for new national emissions targets from G20 members and urged all countries to push to reach net zero emissions by mid-century.<\/p>\n
He said all actors must unite to accelerate the just and equitable transition from fossil fuels to renewable energy, while stopping oil and gas expansion and phasing out coal by 2040. <\/p>\n
Action from companies, cities, regions, financial institutions and fossil fuel companies is also critical.<\/p>\n
\u201cNo more greenwashing. No more deception. And no more abusive distortion of anti-trust laws to sabotage net zero alliances,\u201d he said.<\/p>\n

With extreme weather \u201cbecoming the new normal\u201d, Mr. Guterres appealed for \u201ca global surge in adaptation investment\u201d to save millions from the impacts of climate change, particularly in developing countries.<\/p>\n
He said developed countries must present a clear and credible roadmap to double adaptation finance by 2025. Furthermore, all governments should implement a UN action plan aimed at ensuring everyone on the planet is protected by early warning systems by 2027.<\/p>\n
On finance, the Secretary-General urged richer countries to honour their commitments to provide $100 billion annually for climate support in developing countries and to fully replenish the Green Climate Fund.<\/p>\n
\u201cI am concerned that only two G7 countries \u2013 Canada and Germany \u2013 have made replenishment pledges so far,\u201d he said. \u201cCountries must also operationalize the loss and damage fund at COP28 this year. No more delays or excuses.\u201d<\/p>\n
Guterres also reiterated the need for \u201ca course correction in the global finance system\u201d to support accelerated climate action. <\/p>\n
Measures would include putting a price on carbon and getting multilateral development banks to scale up funding for renewable energy, adaptation, and loss and damage.<\/p>\n","protected":false},"excerpt":{"rendered":"
