UNITED NATIONS, May 26 (APP): Allowing space for everyone to speak up is critical for a free and fully functioning society, the UN human rights chief said on Friday, warning that a safe environment online has never been more essential.<\/p>\n
High Commissioner Volker Turk was issuing a clarion call to protect and expand civic space, arguing that it\u2019s the only way to enable us all \u201cto play a role in political, economic, and social life, at all levels, from local to global.\u201d<\/p>\n
In a statement issued in Geneva, he said, \u201cCivic space is a human rights issue, it is a peace issue, it is a development issue. It is key for sustainable and resilient societies, yet it is under increasing pressure from undue restrictions and repressive laws. From threats and attacks on journalists and human rights defenders, online bullying and harassment, crackdowns on peaceful assembly, to internet shutdowns.” <\/p>\n
The high commissioner said, with more and more decision-making migrating online, \u201cwith private companies playing an outsized role, having an open, safe digital public square has never been more important\u201d.<\/p>\n
And yet, States are struggling and \u201coften failing\u201d to protect online space for the common good, \u201cswinging between a laissez-faire approach that has allowed violence and dangerous hate speech to go unchecked, and overboard regulations used as a cudgel against those exercising their free speech rights, including journalists and human rights defenders,\u201d he added.<\/p>\n
He called on big business to step up and increase investment in preventing and responding to online harm, especially in the non-English language environment, stressing that \u201cdoing business in any location requires making sure you can do so safely, in line with the Guiding Principles on Business and Human Rights.\u201d<\/p>\n
The UN rights chief said that carving out civic space was key to human rights, peace, development, and for \u201csustainable and resilient societies\u201d, but coming under more and more pressure from undue restrictions, and laws.<\/p>\n
This includes crackdowns on peaceful assembly, internet shutdowns and bullying and harassment online.<\/p>\n
\u201cStates must step up efforts to protect and expand civic space as the precondition for people to be able to sustainably enjoy all other entitlements enshrined in the Universal Declaration of Human Rights, from access to healthcare and clean water and quality education to social protection and labour rights\u201d, Turk argued.<\/p>\n
Pressure on civil space continues despite the inspiring commitment of civil society groups, he added.<\/p>\n
\u201cCivil society is a key enabler of trust between governments and the populations they serve and is often the bridge between the two. For governments to reduce barriers to public participation, they must protect this space, for the benefit of all \u2013 both online and offline\u201d.<\/p>\n","protected":false},"excerpt":{"rendered":"
