UNITED NATIONS, Amid the swift withdrawal of US troops from Afghanistan, the top UN official in the Central Asian state told the UN Security Council Tuesday that the Taliban fighters are flexing their muscles to gain greater control of the territory<\/p>\n
\u201cThe Taliban\u2019s advances are significant,\u201d said Deborah Lyons, the Secretary-General\u2019s Special Representative and Head of the United Nations Assistance Mission in Afghanistan (UNAMA), as she briefed the 15-member body and introduced the latest report of the Secretary-General.<\/p>\n
Noting that more than 50 of Afghanistan\u2019s roughly 370 districts have fallen to a Taliban military campaign since the beginning of May \u2014 some without resistance \u2014 Ms Luyons cautioned that the group is seizing area surrounding provincial capitals in an effort to position itself to take those centres once foreign forces are fully withdrawn.<\/p>\n
With all the major indicators for Afghanistan\u2019s security and development looking \u201cnegative or stagnant\u201d as international troops withdraw, the threats that lie ahead cannot be overstated, the UN official said.<\/p>\n
From politics to security, the peace process to the economy, Ms Lyons said the \u201cpossible slide toward dire scenarios is undeniable\u201d.<\/p>\n
\u201cThe relentless spirit of the Afghans and their incredible resilience is being severely tested\u201d, she said, reminding that what happens there is \u201cof global consequence\u201d, and the Security Council needed to be fully aware of the gravity of the situation.<\/p>\n
Ms. Lyons described the mid-April announcement, led by the United States, of troop withdrawal after two decades of war as a \u201cseismic tremor\u201d for the country, which had happened unexpectedly fast.<\/p>\n
The decision to pull out was part of the February 2020 agreement between the US and the Taliban to create space for peace among Afghans, instead, \u201cactions on the battlefield have been far greater than progress at the negotiating table\u201d, she added.<\/p>\n
She told council ambassadors that the public and the diplomatic community in Kabul have been \u201calarmed at the lack of political unity\u201d, which must be addressed or risk contributing to further Taliban territorial advances.<\/p>\n
Through its intensified military campaign, the Taliban has taken more than 50 of Afghanistan\u2019s 370 districts since the beginning of May.<\/p>\n
\u201cMost districts that have been taken surround provincial capitals, suggesting that the Taliban are positioning themselves to try and take these capitals once foreign forces are fully withdrawn\u201d, warned the Special Representative, calling it \u201ca tragic course of action\u201d that would lead to \u201cincreased and prolonged violence\u201d and threaten to destroy much of what has been built and hard won over the past 20 years.<\/p>\n
However, she noted that any effort to install a militarily imposed Government in Kabul would \u201cgo against the will of the Afghan people and against the stated positions of the regional countries and the broader international community\u201d.<\/p>\n
Meanwhile, nearly one-third of Afghans face emergency levels of food insecurity, as drought worsens, and internal displacements increases.<\/p>\n
\u201cThe World Bank has estimated that as a result of the conflict, and the severe third wave of COVID, the drought, the weakened social fabric, and other factors, Afghanistan\u2019s poverty rate could rise from 50 per cent to more than 70 per cent\u201d, Ms. Lyons warned<\/p>\n
Yet, despite highlighting the importance of international humanitarian aid, recent contributions toward the 2021 appeal for $1.3 billion, remains only 30 per cent funded.<\/p>\n
In the first quarter of the year, civilian casualties increased by 29 per cent as compared to that of last year, the UNAMA chief said, noting that women casualties increased by 37 per cent and children by 23 per cent.<\/p>\n
\u201cParties must immediately\u2026 implement civilian protection measures\u201d, she stressed.<\/p>\n
And preserving women\u2019s rights remains \u201ca paramount concern\u201d that must not be used as \u201ca bargaining chip at the negotiating table\u201d, Ms Lyons<\/p>\n
\u201cHuman rights are not negotiable\u201d, she underscored, calling on the international community and regional countries to \u201creiterate the importance of these rights in the peace negotiations\u201d.<\/p>\n
The UN official said there was barely time left \u201cto prevent a worse-case scenario from materializing\u201d, pointing to the reality that \u201cincreased conflict in Afghanistan means increased insecurity for many other countries, near and far\u201d.<\/p>\n
\u201cA fragmented conflict creates a more permissive environment for terrorist groups to recruit, finance, plan and conduct operations with a global reach\u201d, she attested, adding that one of UNAMA\u2019s key objectives is to \u201ccontinue to work with all partners\u201d.<\/p>\n
Any future Government will need international engagement and support, she said, upholding that this is \u201cnot the time to weaken our resolve or, worse, to contribute even inadvertently to the ongoing signals of despair\u201d.<\/p>\n
\u201cThere is only one acceptable direction for Afghanistan\u2026 away from the battlefield and back to the negotiating table\u201d, concluded the UNAMA chief.<\/p>\n
Ghada Fathy Ismail Waly, Executive Director, UN Office on Drugs and Crime (UNODC) briefed the council ambassadors on cooperative agreements between her agency and UNAMA, including anti-corruption measures.<\/p>\n
Recalling the political declaration from the General Assembly\u2019s discussion on corruption, she highlighted UNODC\u2019s cross-border efforts to combat drug-related crimes and preserve Afghan\u2019s \u201chard won gains.\u201d<\/p>\n
Ms. Waly also drew attention to alliances between criminal and terrorist elements pointing out that they have yielded the world\u2019s highest levels of casualties from terror attacks.
\nNoting that the pandemic had not impacted large poppy harvests to fuel the world\u2019s supply of heroin, Ms. Waly linked the low prices to the degree with which the \u201cillicit economy threatens peace.\u201d<\/p>\n
She urged that \u201cevidence-based prevention and treatment\u201d for narcotics be made a priority and called better guidance for Afghan police \u201cimperative\u201d.<\/p>\n","protected":false},"excerpt":{"rendered":"
