UNITED NATIONS, Oct 22 : Pakistan has reaffirmed its opposition to the proposed treaty banning the production of fissile material used as fuel for nuclear weapons, asserting that States that do not need to produce enriched uranium after having already amassed several tons of it in excess are pushing for this discriminatory pact.<\/p>\n
\u201cA treaty which only results in a cut-off in the future production of fissile material would be a non-starter given that it would perpetuate asymmetries and will have no added value for nuclear disarmament,\u201d Ambassador Usman Iqbal Jadoon, deputy permanent representative to the UN, told the General Assembly\u2019s First Committee, which deals with disarmament and international security matters.<\/p>\n
\u201cThe States, which do not need to produce fissile material after having already amassed several tonnes of fissile material in excess, are pushing for cost-free proposals such as quantitative capping of fissile material as \u2018the next logical step\u2019,\u201d he said. In these diversionary tactics, he pointed out they are joined with fervour by the States who rely on others for extended deterrence and nuclear-weapon-sharing arrangements.<\/p>\n
\u201d If the proponents of the FMCT (fissile material cut-off treaty) are serious in addressing the issue of fissile material production, they should start by rejecting double standards and ceasing nuclear cooperation with a country in South Asia \u2014 obviously India \u2014 that continues to amass stockpiles outside safeguards and is now on the path of a major breakout in terms of fissile production,\u201d the Pakistani envoy said.<\/p>\n
\u201cShort of that, their calls for a moratorium or a cut-off treaty ring hollow,\u201d he added.<\/p>\n
In this regard, Ambassador Jadoon reiterated that FMCT\u2019s approach was \u201cflawed\u201d and that its time had long passed.<\/p>\n
\u201cThe relentless weaponization of new and emerging capabilities and its integration and co-existence with the nuclear domain is further convoluting the security landscape,\u201d he said, adding that it would negatively impact the security of the States and exacerbate asymmetries.<\/p>\n
Ambassador Jadoon pointed out that India was the first to introduce nuclear weapons in the region and nuclearized the Indian Ocean. It refuses to commit to non-testing, threatens aggression against Pakistan, rejects implementation of resolutions on Jammu and Kashmir of the Security Council, where it wants to sit as a permanent member, and spurns dialogue on restraint measures.<\/p>\n
\u201cAlso,\u201d he added, \u201cthe largest nuclear-weapon States, in disregard of their nuclear disarmament obligations, continue to modernize their arsenals.\u201d<\/p>\n
Ambassador Jadoon, who was speaking in a thematic debate on nuclear weapons, underscored the need to acknowledge the link between nuclear disarmament and the legitimate imperatives that drive states to acquire these weapons. \u201cThese drivers could include threats from larger military forces, the existence of unresolved disputes, absence of effective security mechanisms, and lack of implementation of the UN Charter and its resolutions.\u201d<\/p>\n
At the outset of his remarks, he reiterated Pakistan\u2019s commitment to the goal of a nuclear weapons-free world that is achieved in a universal, verifiable, and non-discriminatory manner.<\/p>\n
To contribute to achieving that objective, the Pakistan envoy said an international convention on negative security Assurances (NSAs) will help in reducing global nuclear risks and have a transformational impact on creating a conducive international and regional security environment in the otherwise extremely tense contemporary geo-political landscape.<\/p>\n
Pakistan, he said, will also present its traditional draft resolution on NSAs.<\/p>\n
\u201cWhile sharing the long-standing disappointment over lack of fulfillment of nuclear disarmament obligations, we believe we should also intensify our efforts in addressing the security concerns of states which force them to pursue measures for self-defense,\u201d Ambassador Jadon said in conclusion.<\/p>\n","protected":false},"excerpt":{"rendered":"
